In which 94 representatives and 10 spectators from 13 districts of Punjab participated.

The meeting was organized under the chairmanship of General Secretary of Jamhoor Adhikar Sabha Haryana Davinder Rania, Professor AK Malleri, State leader of Tarksheel Society Rajinder Singh Bhadaur, Jagjit Singh Dhillon, Dr. Jasbir Singh Aulakh. Addressing the open session, President of Jamhoor Adhikar Sabha Professor Jagmohan Singh expressed his views on the topic "Democratic Rights in the Fascist Era". He said that the democratic movement will have to face even more serious challenges in the future. The main task before the democratic movement is to combat fascism. He said that the newly formed Modi government at the Center is going to intensify fascist steps even more.
He said that the Modi government's decision to expedite the implementation of the comprehensive civil code, enactment of new criminal laws in July, announcement of prosecution of activist writer Arundhati Roy under UAPA in a 14-year-old case, all point to the government's future fascist intentions. On this occasion, Narbhinder read out a written message sent by human rights activist and popular personality Rajni X Desai in which he said that this government wants to suppress the opposing voice by using institutions, media, government institutions but it cannot suppress it.
A brotherhood message by Anand Sarup Verma, editor of Teesri Duniya of Coordination Democratic Rights Organization (CDRO) was read out. In the first session of Islas, state secretary Pritpal Singh presented the report after discussing the current situation, which was chaired by Dr. Ajit Pal, Tarsem Dhuri and Jasbir Deep Nawanshahr. Various speakers presented their views on this report. Sohan Singh Manjhi, president of Jamhoor Adhikar Sabha Punjab Barnala, thanked the visitors who came to the gates daily from various districts. The role of stage secretary was played by District Secretary Barnala Bikar Singh Aulakh.
