
In the last 12 years in Punjab, not a single poor child got the benefit of Right to Education Act: Kulwant Singh

Bhagwant Singh Mann demanding that the government, keeping in mind the interests of poor children, regarding the Right to Information Act 2009 enacted in 2011 The rules should be amended so that under this law private institutions can be bound to provide free education to poor children.

Bhagwant Singh Mann demanding that the government, keeping in mind the interests of poor children, regarding the Right to Information Act 2009 enacted in 2011 The rules should be amended so that under this law private institutions can be bound to provide free education to poor children.
In his letter, he has written that a law was made by the Government of India in the year 2009 for the admission of poor children in private schools. The name of which is The Right of Children to Free and Compulsory Education Act 2009. Under this law, private schools have been made bound to provide free education to poor class children on 25 percent seats. He said that children in states across the country are also getting the benefit of this law But due to the rules issued by the Punjab government in favor of private institutions, not a single child has been able to get admission under this law in the last 12 years.
They have written that in these rules, it has been said that under this act, a child belonging to a weaker section and a disadvantaged section can get admission in a private school only if he does not get admission in a government school due to the absence of a seat in a government school. He has written that there is no upper limit of seats in government schools and NOC is not issued as the probability of not getting admission is zero.
He has written that this is the reason why not a single child could benefit from this law during the last twelve years.
S. Kulwant Singh has written that according to his information, no rule made by Punjab has been made by any of the other states of the country under the said act. The situation created due to the said rule made by Punjab is very unfortunate Because poor children of Punjab are being denied the right to get free and quality education in reputed private schools like DPS, YPS, St Xavier, AMT and DAV etc.
They have requested the Chief Minister to take personal interest in this matter and ensure the necessary amendment in the rules so that the children of the poor can get free and quality education under the Right to Education Act.
