New Delhi, September 16 - Congress has released the manifesto for Jammu and Kashmir this evening. It talks about restoring statehood to Jammu and Kashmir, but there is no mention of Article 370. The party has promised additional financial assistance of Rs 4,000 per year to landless farmers and Rs 3,500 per month to every youth for one year. The Congress has said that the 5 kg ration given to poor families will be increased to 11 kg.
