Kumar, Jagdeep Kumar said that the Union Public Service Commission (UPSC) has issued an advertisement last Saturday for direct recruitment of 10 Giant Secretaries and 35 Directors/Secretaries in Central Ministries.
Earlier, such posts were filled by Indian Administrative Services officers like IAS, IPS, but now the Modi government is allowing them through the back door through the 'Lateral Entry Scheme' in the name of hiring talented individuals from the private sector. A new method of appointment has been devised. Under this scheme launched in 2018, 63 appointments have been made so far. The scheme has been opposed since its inception as the system bypasses the reservation policy under the Indian Constitution and closes the way for marginalized communities to advance in government jobs through reservation.
By these methods, the government is taking away the right of reservation from the Scheduled Castes, Scheduled Tribes and the Backward and is making arbitrary changes in the administrative structure by breaking the rules under the desire to transform this country into a fascist power.
