For Lok Sabha elections, pre-certification will have to be done from the Media Certification and Monitoring Committee (MCMC) established at Shimla at the state level or Hamirpur at the RO level or from the MCMC established at Una at the district level. Whereas regarding assembly by-elections, certification can be done from the district MCMC or state level MCMC. Appropriate guidelines have been issued by the Election Commission of India in this regard. Pre-authentication is mandatory for social media, electronic media and other audio-visual messages, bulk SMS etc. Whereas for publication of advertisement in print media, pre-certification is mandatory in the last 48 hours of the election. Applicants can obtain permission by sending self-signed copy of advertisement related information, audio-video file and script on the prescribed form.
