He said that there is no need to take pre-certification (pre-approval) from the district level MCMC (Media Certification and Monitoring Committee) while printing posters, pamphlets, banners, wallpapers etc. related to campaigning by political parties, but the expenses incurred by them The information should be given at Election Expenditure Monitoring Cell Room No. 334, 3rd Floor, District Administrative Complex, Hoshiarpur. The Deputy Commissioner said that while printing any kind of promotional materials, pamphlets or advertisements during the election campaign, it will be mandatory to print the name and full address of the printer and the publisher on it.
He said that he would also submit four copies of the printed material. This complete notification must arrive within three days of printing. He also directed that this declaration should be taken before printing any promotional material By whom and in what number these election materials are being printed and the cost of the printed campaign materials along with the information must be given to the District Election Officer-cum-District Magistrate through the Election Expenditure Monitoring Cell. He said that any printing press that will print promotional materials, it will be mandatory under 127 (A) of RB Act 1951 to print the name, address, number of its press on banners, flex, posters, pamphlets, booklets.
He also said that no objectionable material related to caste, religion etc. will be printed by the printing press. He said that in any kind of advertisement, obscene language, language used against any religion, which worsens the law and order situation, the advertisement should not be printed. He said that political parties registered at state level and national level for electronic media will apply for approval of their advertisement three days in advance at MCMC Cell, District Administrative Complex Hoshiarpur. While unregistered and independent candidate parties will apply to get this approval seven days in advance. He also instructed that social media, internet, website are also part of electronic media, therefore it will be mandatory to take approval of MCMC cell before uploading any (audio/video) content on them.
Apart from this, if any political party wants to play the audio/visual/video content as an advertisement in a public place, the prior approval of the MCMC cell is also mandatory. He said that for pre-certification (pre-approval) of advertisements appearing in print media on or a day before the election, it will be mandatory for the candidate or party to apply to the MCMC (ARO) at least two days in advance. In the case of video, apart from the video, it will be mandatory to provide a written certified script. Along with this, the details of the expenditure incurred on making the video will also have to be mentioned. He also said that it will be mandatory for the representatives of the political parties to give the details of the day on which the advertisement will be printed.
He said that any political content, message/comment/photo/posted on blog/self account uploaded will not be treated as political advertisement and will not require pre-certification.
